Shelf snaps in and out when going to clamshell mode.

What steps will reproduce the problem?
(1) Enable autohide shelf
(2) Open 1+ window(s)
(3) Go to and from tablet mode


What happens?
Shelf snaps in and out (see video please).

+min because this is an autohide related bug.

Here is a screencast from sandbox. I'm not sure it's exactly the same thing but I do see a bit of jank in the transition switching from tablet to clamshell.

Yeah this is the same thing I saw, the background dissapearing and then reappearing. Ideally we would be able to detect that a window is animating to fullscreen.
