Turn down the linux-blink-gen-property-trees bot

BlinkGenPropertyTrees is pretty much on for tests now so we can remove this bot. This bot was very useful in getting BGPT to this stage.

We have a patch up to stop running the bot on the CQ:

Once that lands, additional work is needed to actually remove the bot. John, can you do that (or point me to what needs to be changed)?

Remove the linux-blink-gen-property-trees bot

We've promoted BlinkGenPropertyTrees so that it is on by default for
web tests, and will, hopefully, soon be on by default. This patch
turns down the bot which helped make BlinkGenPropertyTrees a success.
