[User Feedback - Mac Stable] Command + # while watching a video skips forward in the video instead of switching to the tab number

Issue description

Chrome Version: 71.0.3578.98
OS: Mac OS X: 10.14.1, 10.14.2

We have seen user reports that the CMD + NUM function on Chrome no longer works when the user is watching a video. 10+ reports about this behavior and reports first started coming in ~Jan 8, 2019.

"On Mac, If you have youtube.com open in the active tab, and there's a video playing, using Command+(Number) to switch tabs also erroneously scrubs the youtube video's position ahead or behind (i.e. it causes the youtube video playback to switch to a timestamp that's ahead or behind its current position) before switching tabs. Additionally, it seems that it scrubs ahead if the newly selected tab is to the right of the youtube tab, and scrubs behind if the new tab is to the left of the youtube tab. This only started happening in the last week."

"I am using Google chrome. Lets say I have 2 tabs open first has has my Gmail and second has YouTube video running and suppose I am watching YouTube and in middle if I switch tabs using Command + 1 (Mac Keyboard) to check my Gmail on first tab youtube video goes back because there are 2 commands triggered."

We've received some similar reports and believe this is on YouTube's side. They don't appear to be checking modifier keys correctly, and these keys aren't on our blacklist of keys sites can't override (like Cmd-T etc).

Self-assigning - this is a YouTube FE issue but I'll work with YouTube to make sure they get it resolved.

YouTube have deployed a fix, so this bug should also be Fixed.
