OS: Mac(10.13.1 , 10.13.6 , 10.14.3)  

Steps to reproduce:
1. Launch chrome, Save the page by giving cmd+s and downloaded file is seen in download bar.
2. Click on 'Up' arrow icon on the downloaded file to open the overlay.
3. Press escape to close the overlay (w/o using mouse)
4. Observe that the position of arrow of downloaded file does not change. 

Actual Result   : 1.Arrow position (options menu)of downloaded file does not change after pressing escape key.
                  2.Focus also stays on the arrow icon after pressing escape key.  
Expected Result : Arrow position (options menu)of downloaded file should change after pressing escape key

This is a regression issue broken in M-73 and below is the bisect information:
Good Build : 73.0.3659.0 (Revision : 619364)
Bad Build : 73.0.3660.0 (Revision : 619561)

You are probably looking for a change made after 619532 (known good), but no later than 619533 (first known bad).
