Regression: Showing destinations for... dropdown menu shows when no user is signed in.

Issue description

Chrome Version: 73.0.3667.0 (Official Build) e908663b57104ae7163ae941e16549e2a8ad65f5-refs/branch-heads/3667@{#1}(32/64 bit)
OS: Win(7,8,8.1,10) ,Mac(10.13.1 , 10.13.6 , 10.14.2)and Linux(14.04 LTS).

Steps to reproduce:
1. Launch chrome and give print command.
2. Click on 'Change' button on print preview.
3. Now click on 'Add account' dropdown and click on 'Add account' option.

Actual Result  : Unable to navigate to signin page after clicking on 'Add Account' option on printpreview.
Expected Result: Should be able to navigate to signin page after clicking on 'Add Account' option on printpreview.

This is regression issue broken in ‘M-73’ and soon update other bisect info
Good build: 73.0.3666.0

Summary: Regression: Showing destinations for... dropdown menu shows when no user is signed in. (was: Regression:Unable to navigate to signin page after clicking on 'Add Account' option on printpreview.)
Updating the description - the actual issue here is the dropdown showing when there is no signed in user. The "Add account" option still works fine if at least one user is signed in, but the dropdown *should* be hidden when no one is signed in.
Status: Started (was: Assigned)
This will be fixed as soon as https://crrev.com/c/1404482 lands.

Tested and this is fixed in the latest Canary build on Windows 10 (73.0.3668.0).
