Regression: Over-flow menu appears on tap-touch even when media controls are not seen.

Chrome Version: 73.0.3666.0 (Official Build) f4b6c3052a8b2a249b9c6c0ed3e94d9187b1dd6a-refs/branch-heads/3666@{#1} (32/64-bit)

OS: Windows 10 (Touch Device).

Steps to reproduce:
1. Launch chrome, Navigate to the above URL.
2. Press 'Play' Button on video using tap-touch.
3. Now, tap-touch on three-dot icon to open overflow menu.
4. Tap-touch on blank screen beside the video and again quickly tap-touch on same spot of three-dot menu when controls are not seen.
4. Observe.

Actual Result: Over-flow menu appears on tap-touch even when media controls are not seen.

Expected Result: Every time when tap-touched on media controls spot, Media Control should be seen.

This is Regression Issue broken in M-73, and below is the per-revision bisect info.
Good Build : 73.0.3633.0 (Revision:614910)  
Bad Build : 73.0.3634.0 (Revision:614986)

You are probably looking for a change made after 614512 (known good), but no later than 614513 (first known bad).

Note:
1. Issue is Win 10 (Touch Device) specific and is not seen on Win(7,8,8.1,10), Mac(10.13.1,10.13.6,10.14.3) and Linux(14.04 LTS) OS.
2. Issue is also seen on Dev #73.0.3664.3 build.

I'm not sure what the problem is here based on looking at the actual/expected, as it seems in the expected, the controls are interacted with, where in the actual, the blank space is interacted with. Could you please clarify the issue?

Hi..

Update..

The bug is about, only the 'overflow menu appearing' instead of 'overflow menu appearing along with media controls' on tap-touch.

Tap-touch on 3-Dot icon to open over-flow menu, then tap-touch on blank screen beside(so that media controls disappears on video) and again tap-touch on 3-Dot menu spot. Observe.

Overflow menu appears without media controls.
