Regression: [DevTools] Editing attribute of an element doesn't dismiss previous edit attempt on the same element.

Issue description

Chrome Version: 73.0.3666.0 (Official Build) Revision	f4b6c3052a8b2a249b9c6c0ed3e94d9187b1dd6a-refs/branch-heads/3666@{#1} (32/64-bit)
OS: Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.3) and Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch Chrome, go to NTP, open DevTools and inspect the 'Gmail' link (element will be highlighted in Element section).
2. Double click on above highlighted class attribute name so that it will be in editable form.
3. Now double click on 'data-pid' attribute or any attribute of the highlighted element and observe.

Actual: Class attribute doesn't get dismiss after double clicking on 'data-pid' attribute.
Expected: Class attribute should get dismissed after clicking on 'data-pid' attribute and 'data-pid' attribute should be in editable form.

This is a regression issue, broken in M-73 series, below is manual regression range:

Good build: 73.0.3646.0 (Revision: 618067)
Bad build: 73.0.3647.0 (Revision: 618432)

@einbinder:  Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

NOTE: 
1. Provided suspect through 'Chromium bisect' script because unable to perform bisect using 'per-revision' bisect script.
2. Tried performing 'per revision' bisect on multiple Windows and Mac machines but unable to perform the same since getting "Error running the gsutil command: AccessDeniedException" error.
