Currently we run  hidden flake queries every 2h with a sliding window of cq_attempt_start_usec between -4.2h and -2h comparing to query time.

But if there are failed queries, the 2 sliding window might not have overlap anymore.

If there are failed queries, we could consider widening the sliding window to cover the gap, but also not too much to make the query result too large.
