Synchronize midis mojo file

The Chromium Mojo interface file for midis is out of sync with the other copies (ARC++, Chrome OS). So ensure that the Chromium version is updated.

Update midis Mojo file with Chrome OS version

Ensure that all the copies of the Mojo interface file for midis are in
sync.
