Issue descriptionCurrently, if both LazyLoad and Client LoFi are allowed to be used for a CSS background image, LazyLoad will take precedence. Instead, Client LoFi should be used for the background image.

Going through P1 bugs during weekly triage. It might be useful to explain why this is P1 since Client LoFi triggers on probably 2-3% of page loads (Slow2G, 2G).
