Attempt to detect whether the culprit just rename the test or not.

The revert https://chromium-review.googlesource.com/c/chromium/src/+/1403080 is just for a CL renamed the test, and the test is treated as a new test.

It is hard to get a reliable solution.
But checking the diff itself can help a little bit and we can bias toward false negative upon reverts.
