WebXR magic window appears in Chrome 2D-in-VR

Project Member Reported by elalish@google.com, Jan 9

Issue description

Chrome Version: 73.0.3653.0
OS: Daydream Vega

What steps will reproduce the problem?
(1) Launch 2D Chrome (not VRB)
(2) Go to the webXR samples (using Klaus' fork if Chrome version is too new): https://klausw.github.io/webxr-samples/room-scale.html
(3) Click a sample, like Room Scale

What is the expected result?

A white page with an Enter VR button.

What happens instead?

A sideways magic window appears with a VR button.

This data is coming from orientation sensors, and therefore we'd get similar behavior with the polyfill. Should deviceMotion and generic sensors be blocked on standalones?

Suman had started discussing similar questions with sensor owners.
We should probably block inline sessions and sensors as we do in VRB (issue 905339 and issue 879385, respectively).

We should also block AR sessions consistent with VRB (issue 905416).
Note that this may be more complicated since Chrome has less awareness that it is in VR.
