"Aw, Snap!" from WebGL page

Issue description

I was able to get an "Aw, Snap!" from a page that uses WebGL fairly consistently.
The site is:
https://pudding.cool/2018/10/city_3d/

- If I stay at the default zoom level (don't mouse wheel in/out),
- it starts me looking at the west coast of the USA (maybe through some IP location lookup?...might be different for different users?)
- I click & drag my way to the right, over to the east coast,
- I then change from the default "Population Present Day" view to the "Show change, 1990-2015" view,
- Shortly after changing views, when I click & drag around the renderer will crash.
 
Wasn't able to repro after trying once. I would suspect a renderer OOM though, as it's the most common Aw, snap!.

Do you have any chrome://crashes entries for this crash?
Also could you please provide about:gpu? Can't immediately reproduce on a Pixelbook.

Couldn't reproduce on a Linux laptop with Intel graphics either.

I was able to repro it reliably every time (>5 attempts).
I just tried again to double check chrome://crashes. Yep, they are there. Here is the one I just got:

Crash ID 7d11343a4d1ae770 reports "No files to process" and there is no indication of why it crashed. Could you please provide all of your crash IDs?

about:gpu indicates lots of X errors. Have you rebooted your machine recently? Does doing so help?

Those were all the repros I attempted. I haven't rebooted in a long time. I'll do that now and try again.
I just rebooted and was able to repro again on the first try. Another "No files to process".
