volume switches to full blast on new tabs.

Reported by guest...@gmail.com, Jan 9

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. watch a youtube video on one tab
2. open a second video on new tab with right click
3. volume goes to full blast.. in the past it didn't

What is the expected behavior?
it should remember the volume level I have set for that site
for some reason you idiot like to force us to use login and all the presets that are messed up follow me around for years
resetting the browser doesn't work
when I login you fuck it up again

What went wrong?
you tell me and we'll both know

Did this work before? Yes who know, hell been going on for years now

Chrome version: 71.0.3578.98 Channel: stable
OS Version: 10.0
Flash Version:

works fine until I login to my account on the chrome browser.
idiots think I want the volume to go full blast on new tabs?

Thanks for filing the issue...

Tried to reproduce the issue on reported chrome version 71.0.3578.98 using Windows 10. Attaching screen-cast for reference.
Steps:
------
1. Launched reported chrome
2. Opened Youtube > played a video and right clicked and opened next video on new tab without login to my account
3. Opened Youtube > played a video and right clicked and opened next video on new tab with login to my account
As we have observed the same behavior as with login and without login > as the volume not increased on new tab

@Reporter: Could you please check the attached screencast and let us know if we missed anything from our end and retry this issue with fresh profile without any extensions & apps or reset all the flags and let us know if issue still persists.

Thanks.!
