margins on elements like p and h1 extend directly to the body element effecting all other elements on the window the file im attaching is a test html i was making something with that you can add the elements to where shown

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. give body a top margin of 0px
2. add div element to side and fix its position at the top of the page to show the body top margin 
3. add text element outside of the div

What is the expected behavior?
the div wont move

What went wrong?
it moved

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 
Flash Version: 

please fix. i know this is a bug because it didn't happen before.

actually effects other browsers i just didnt realize i had another one.

Tried testing the issue on the reported chrome version #71.0.3578.98 using Mac OS 10.13.6, Windows 10 and Ubuntu 17.10 by following below steps.

Steps:
=====
1.Launched chrome.
2.Opened "multipage.html".
3.Tried to move the div elements from the coloured region.
4.Observed that the elements did not move.

@reporter: Could you please review the attached screencast and let us know if anything is missed from our end. If possible requesting you to provide the screencast/screenshot of the issue so that it would be really helpful in triaging the issue further.

the details are text thats not in the navigator ofsets the position of the navigator
the html was just a example to showcase the error.
#7 -  please, create a small HTML that fully reproduces the problem and attach it (as well as a screenshot of the expected and actual results), otherwise this is a waste of time, trying different things that you may or may not experience.
