Coordinate launcher and shelf animations in tablet mode.

Make sure the shelf corners in tablet mode change at the same time as the launcher (when target visibility changes).

In tablet mode, have a window open.

Then Open the launcher.

The shelf waits for the launcher animation to finish before changing. We should do it when the animation begins (target visibility changes).
