Make paygen to output correct payload.json for nebraska

Paygen needs more tags so the nebraska can use it to serve payloads.

Are these tags for nebraska only (testing) or Omaha (production) as well?

The new tags are used only for nebraska. I have a CL (crrev.com/c/1404099) which does that but it is dependent on some other changes to land, so It is not ready for test and review yet.
