Crostini: chmod is not permitted on files in File Systems share with Linux

Issue description

Chrome Version: 73.0.3664.0
Chrome OS Version: 11552.0.0
Chrome OS Platform: Kevin, Nautilus

Steps To Reproduce:

(1) After Linux VM installation completed, open Files app, right click on any File system (I tried Downloads, Play files), and choose Share with Linux

(2) Either copy file or folder into the above share file system, say into Downloads file system

(3) Open the Linux terminal, cd /mnt/chromeos/MyFiles/Downloads, then run command like chmod u+x or chmod 777 to change the default permission of the file

Expected Result:
 chmod should work. 

Actual Result:
 chmod is not permitted, see the screenshot in the feedback link

How frequently does this problem reproduce? Always

This is working as intended.  We do not allow chmod for shared files.
