Window resize makes you feel you can resize, while you can't

On desktop mode, when resizing the Camera app windows, the size will jump back to original whatever size you try to resize it to. 
We shouldn't allow resizing if not supported

It's due to API limitation, disabling resizing will also disable the capability to maximize window. The current behavior is a workaround until CrOS/Chrome could provide API for our desired resizing behavior. (forwarded you a mail for prior discussions.)
