Ctrl+click to open new tab in background is blocked as pop-up

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Open a link with Ctrl+click (or middle mouse button).
2. Gets blocked as pop-up.

What is the expected behavior?
Open a new tab with the link.

What went wrong?
The tab was blocked

Did this work before? Yes Previous

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 10.0

Right click->Open in new tab works. But Ctrl+click, middle click or Target="blank" got blocked.

Can confirm this behavior. Right click->Open Link in New Tab seems to be working, however.
