blink_perf.parser benchmark is noisy

blink_perf.parsertex.tarea-parsing metric seems quite noisy. For the past six month most of the alerts it has produced are invalid due to this noise. See attached screenshot.

We should fix it or disable it as it is creating extra work for perf sheriffs.

Hi Emil,

blink_perf.parser is looking for a new owner, and I heard that you're working in this area and have great expertise.  Are you interested in owning blink_perf.parser?

Wouldn't a DOM team owner make more sense?

If you can't find anyone else I'm fine with taking it over but logically a DOM team member would make more sense.

Background: Recently, I, kouhei@ and fergal@ have discussed about the onwership of parser, and had a rough consensus that fergal@ would take it *eventually*.
