Unable to adjust typing echo when focused on omnibox

Issue description

	Version 72.0.3626.49 (Official Build) dev (64-bit)

Firmware: Google_Cave.7820.384.0
Steps:
# Launch ChromeVox (Alt + CTRL + Z)
# open a new window if necessary and focus on omnibox (CTRL +L)
# Press the adjust typing echo commands (CVox + A, T)
Expected: ChromeVox adjusts keyboard echo and reports the changed setting
Actual: ChromeVox does not change or announce anything

73 doesn't exhibit this issue (nor does 72) following your steps exactly.

Search+a, t always echos "none", "character", "character or word", "word"

when repeatedly issuing the command. This is with focus on the omnibox.

In terms of echoing typing:
- with typing echo set to character
- type into the moni box

result:
characters are *not* echoed. What is echoed are auto completions after some delay.
