Crostini: Share with Linux option not available if Files app was open during Linux VM installation

Issue description

Chrome Version: 73.0.3664.0
Chrome OS Version: 11546.0.0
Chrome OS Platform: Eve, Kevin
Network info: wifi

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Before start install Linux, open the Files app
(2) Enable / Install Linux from chrome://settings. 
(3) After Linux installation completed and terminal is launched. Go back to the Files app and right click on Downloads node

Expected Result:
 Share with Linux option should be available

Actual Result:
 No Share with Linux option

Note: I tried the following from Files app UI once this problem occurs but Share with Linux option was still missing:

 a) Switch to different nodes, 
 b) Click Refresh in Linux files, 
 c) Expand / contract nodes a

The only workaround was to close the Files app and then re-open it, such option becomes available.

How frequently does this problem reproduce? Always,

What is the impact to the user, and is there a workaround? The workaround is to close the Files app and then open again

FilesApp would need to receive events when the crostini.enabled pref changes to automatically refresh the Linux files status.
Note: Similar problem was found during USB drive sharing:

1) From Files app, right click on USB Drive and choose Share with Linux
2) Keeps the Files app open, then remove the File sharing from chrome://settings

Expected result: 
 a) Right click on USB drive should have Share with Linux setting

Actual result:
 a) Right click on USB driver did not have Share with Linux setting
 b) Once this problem occur, just close and then open Files App or just shutdown Linux won't help. You have to do BOTH close File App + shutdown Linux 

Will revisit this issue after 92004 is fixed
