//ios/web_view's ApplicationContext currently directly calls SigninManagerBase::RegisterPrefs(). Only the relevant factories should be calling those methods. To bring this usage into line with //chrome and //ios/chrome, SigninManagerFactory should have a static RegisterPrefs() method that ApplicationContext can invoke.
