Analyze SigninStatusMetricsProvider's usage of SigninManager

It gets notified when a SigninManager instance is created/destroyed. How best to port this to IdentityManager?

As part of this, the various SigninStatusMetricsProviderDelegate instances need to be analyzed as well.
