Pinned tabs are lost when Chrome's launched to open a file

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36 Steps to reproduce the problem: 1. Pin a tab (and wait for it to finish loading) 2. Close Chrome completely (also from the task manager) 3. Open a file, e.g. a PDF with Chrome What is the expected behavior? 1. The PDF (or other file) should open 2. The pinned tabs should open What went wrong? Step 2, the pinned tabs do not open AND Chrome won't remember them anymore Did this work before? N/A Chrome version: 71.0.3578.98 Channel: stable OS Version: 10.0 Flash Version: 32.0.0.114 When testing this make sure to disable the setting "continue running background apps when Chrome is closed". That's because Chrome won't open tabs on opening when it's still running. +GIF ADDED

Able to reproduce the issue on reported chrome version #71.0.3578.98, latest chrome #73.0.3668.0 using Windows 10 and Ubuntu 17.10 by following steps as per comment#0. Note: Issue is not seen on MacOS. The behaviour is observed from M-60(#60.0.3112.113), considering this as non-regression marking it as untriaged and requesting someone from the dev team to look into the issue. Thanks.!
