Non-Regression: Misplacement of Screencastify dialogue box is seen when kept in overview mode and also exit from overview mode

What steps will reproduce the problem?
(1)Sign into user >> Add the Screencastify extension by using above URL
(2)Click on the Screencastify extension >> Keep the window in overview mode while the dialogue box loads
(3)Exit from Overview mode and observe misplacement of Screencastify dialogue box is seen (Please refer video)

Actual: Misplacement of Screencastify dialogue box is seen when we keep the window in overview mode and also even on Exit
Expected: No such misplacement of dialogue box should be seen when we keep the window in overview mode

This is a Non-Regression issue seen from M-62

I'm not very familiar with overview mode.  Ben, do you know who might be a good owner for this?

So ... just to make sure I understand this:
- this is for extensions with browser actions, not for apps
- the problem is that the window should be positioned under the button. Seems to be due to the window being loaded while in overview mode (going in and out of overview mode after the window finishes is OK).

I'm going to add Albert and Vlad as I'm not sure who owns Chrome OS window placement etc (that's probably where it should belong).

Untriaged and UI>Shell>OverviewMode should get this to the right people, though I'd argue this is P3 at best.
