What steps will reproduce the problem?
(1)Sign into user >> Open chrome://settings/manageAccessibility 
(2)At Mouse and touchpad section >> enable the toggle button of 'Highlight the mouse cursor when its moving' and observe the highlight at L.H.S top corner edge(Please refer video)

ACtual:Unwanted highlight is seen when we enable the toggle button of 'Highlight the mouse cursor when its moving'
Expected:Either Highlight should be seen when we move the mouse cursor or highlight should be seen at mouse cursor near toggle 

This is a Regression issue as same works fine in M-64

Good Build:63.0.3239.140/10032.86.0
Bad Build:64.0.3282.190/10176.76.0

Note: Issue is seen from M64,M65,M66,M67,M68,M69,M70,M71,M72
