VideoEncodeAccelerator: Add GOP and QP parameter interface

Currently we do not support GOP and detail QP setting via VEA interface

To have these parameters will have some advantages
1. Improve bitrate control for know GOP size
2. Better quality control to limit intra and inter frame QP
