What steps will reproduce the problem?
(1)Sign into user >> goto chrome://settings/manageAccessibility >> Open Select-to-speak settings
(2)Open Text-to-speech settings from STS settings page
(3)At Speech Engines section, click to open 'Google TTS settings' page and observe 'Search voices' field while loading(Please refer video)
Actual: Thick line highlight is seen at 'Search voices' field while loading Google TTS settings page
Expected: No such weird line highlights should be seen at 'Search voices' field while loading Google TTS settings page
This is a Non-Regression issue seen from M-69
Note : Issue is not seen in Linux,Windows OS

The line gets more bold when the field has keyboard focus. It's doing it slowly because of a transition in CSS on the element: transition: border-color 200ms ease-out, border-width 200ms ease-out; We could fix it with something like: https://css-tricks.com/transitions-only-after-page-load/ Marking P3 because it's not impacting any functionality.
