Allow automatic brightness toggle

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.61.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36
Platform: 11151.61.0 (Official Build) stable-channel eve

Steps to reproduce the problem:
1. Manually adjust screen brightness
2.

What is the expected behavior?
Brightness slider in quick settings menu should have a toggle to re-enable auto-brightness without having to restart the entire system.

What went wrong?
There is no way to re-enable auto brightness without re-starting the OS.

Did this work before? No 

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 11151.61.0
Flash Version: 32.0.0.101 /opt/google/chrome/pepper/libpepflashplayer.so

There is a 'sun' icon next to the brightness slider in the quick-settings menu. This looks like it should work as a toggle for enabling automatic brightness.
