Regression : Blurry dragged app

Chrome Version: 73.0.3664.0./11547.0.0 dev channel Kip,Reks and Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User ->Now at shelf try to move any App and observe dragged App is seen blur
(Please refer video)

Expected: Dragged App should not be seen blur
Actual: Instead dragged App is seen blur

This is Regression Issue as same is working fine on M-63

Note : Issue is also seen on M-64 To M-72

Also seems like the ink drop is clipped.

Ink drop clipping is tracked in 920972.
