Particular referrer policies not tested due to this issue are:
- no-referrer-when-downgrade
- Some aspects of strict-origin-when-cross-origin
The no-referrer-when-downgrade tests don't exist for now due to another issue in wpt/referrer-policy infrastructure (Issue 906850, e.g. lack of tests from HTTPS Documents), but hiroshige@ tested the tests locally with a fix of Issue 906850 they still fail due to mixed-content blocking.

, Jan 9Also from yhirano: testRunner.overridePreference('WebKitAllowRunningInsecureContent', true); https://chromium-review.googlesource.com/c/chromium/src/+/959412/ is used in (non-WPT tests) but testRunner is not used in WPT (except for one file) as expected.
