Remove WebXR support for Gamepads and WebVR Gamepad extensions

WebVR used Gamepad Extensions for input (i.e., controllers). The initial WebXR implementation supported a subset of these extensions to simplify migration. Remove this support now that it is no longer needed.

With  issue 915304  resolved, the Gamepad extensions for WebVR are tied to the WebVR runtime-enabled feature. When addressing this issue is addressed, we should consider merging the WebVRGamepadSupport runtime-enabled feature into WebVR.
