Remove deprecated Smart Lock pref

This pref was previously used to track if SL was enabled [1]. It is no longer in use as of M71.

Slight correction: This was still used in 71 by "legacy mode". As of 73, legacy mode is removed, meaning this pref can now also be safely removed.
