Add UMA metrics for problematic server side bookmarks

The Bookmarks Sync code can handle problematic server side bookmarks such as orphan nodes.
Currently, it reports a DLOG messages.

We should in addition report this in UMA. According to how frequently we see those issues we may introduce code to clean up those entities (e.g. during initial merge)
