Dev Tools > Application > Clear Storage Can delete chrome's local storage

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Visit a page which gives chrome error page (example: https://httpbin.org/status/500)
2. Open Dev Tools > Application > Clear Storage
3. It clears local cookies and etc

What is the expected behavior?
It should act like I'm still on the same page or any chrome:// url

What went wrong?
It logouts from my account and probably other important cookies deleted

Did this work before? N/A 

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 10.0
Flash Version:

Tried testing the issue on chrome reported version# 71.0.3578.98 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and navigated to URL: https://httpbin.org/status/500, seen "This page isn’t working"
2) Navigated to DevTools > Application > Clear Storage and clicked on 'Clear site Data'
3) Observed same URL in omnibar and didn't seen any change in Clear Storage tab

@Reporter: Please find the above mentioned information and attached screencast for your reference and let us know if we missed anything in reproducing the issue. Provide your feedback on it which help in further triaging it in better way.

The reference video is what i meant to. If you logged in to your account in chrome from topbar it will logout and deletes other chrome local like cookies which we can't access with 'document.cookie'. I don't have enough understanding of chrome api but I thought this error might be cause more damage on chrome.

Also when I try to login again it asks me to confirm from phone which it doesn't happens other times even if I logout manually
