Cannot see service worker log messages on Android

Issue description

https://static-misc.glitch.me/sw-log-test/ is a simple page that logs when the service worker starts, and every fetch event.

1. Visit https://static-misc.glitch.me/sw-log-test/ on an Android phone.
2. Connect the phone to your desktop.
3. Go to chrome:inspect in Chrome on desktop.
4. Inspect the page and the service worker on the phone.

Neither displays the messages logged from the service worker. This works fine on desktop.

In case it matters, I'm seeing this in Canary, on a Pixel 3XL.

I could confirm it on Canary (73.0.3660.2) and it didn't happen on stable (71.0.5378.99) on a Pixel 3XL.
On Canary, the service worker seemed to be stuck on starting for installation. (Status was STARTING on chrome://service-worker-internals). Needs further investigation.
Bumped the priority since it may be a regression.
I'm seeing the same behavior, but with a normal Worker. the Worker actually doesn't seem to function at all (in addition to not logging)

reported the issue separately (921059), as I don't know enough to say that it's the same bug

This sounds like a DevTools regression. dgozman can you triage?
