Horizontal scrollbars covers text in textbox windows

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36 Example URL: https://stackoverflow.com/questions/45706126/passing-chromeoptions-args-to-the-selenium-node-in-json-file-on-linux Steps to reproduce the problem: 1. Go https://stackoverflow.com/questions/45706126/passing-chromeoptions-args-to-the-selenium-node-in-json-file-on-linux 2. hover over top text box to scroll 3. See horizontal scroll bar appear, obscure text, not go away What is the expected behavior? Allow me to read the text--don't position scrollbar over it. What went wrong? Chrome superimposed a scrollbar over content. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? N/A Chrome version: 71.0.3578.98 Channel: stable OS Version: OS X 10.13.4 Flash Version: Make option to have permant scroll bars like in the good old days where content was more important than design flashiness.
