Keep "Preserve Log" checked in Network

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3626.7 Safari/537.36

Steps to reproduce the problem:
There is no way to make "Preserve Log" stay checked in Network.
Please keep it checked, even through reboots.

What is the expected behavior?
If the user checks it, he doesn't want it unchecked sometime later.

What went wrong?
Even checking it in Settings won't keep it checked for long.

Did this work before? N/A 

Chrome version: 72.0.3626.7  Channel: n/a
OS Version: 
Flash Version: 

Yes, even Preserve Log on Navigation was checked too.
