Steps to reproduce:
1. Launch chrome, Navigate to the above URL.
2. Press 'Play' Button on video using tap-touch.
3. Now, tap-touch on Omnibox and Press Tab Key until focus reaches Options section.
4. Observe.
Actual Result: Focus skips traversing through video controls when navigating with TAB key..
Note: Even try to tap-touch outside video on blank screen and then press tab key, still focus does traverse through video.
Expected Result: Focus should traverse through video controls.
This is Regression Issue broken in M-73, and below is the per-revision bisect info.
Good Build : 73.0.3633.0 (Revision:614910)
Bad Build : 73.0.3634.0 (Revision:614986)
You are probably looking for a change made after 614512 (known good), but no later than 614513 (first known bad).

1. Issue is Win 10 (Touch Device) specific and is not seen on Win(7,8,8.1,10), Mac(10.13.1,10.13.6,10.14.2) and Linux(14.04 LTS) OS.
2. Issue is also seen on Stable #70.0.3538.110 Beta #71.0.3578.62 and Dev #72.0.3610.2 build.
