Regression : Unable to drag & drop selected text into the 'Search box'.

Issue description

Chrome Version : 73.0.3664.3 (Official Build) cac0e5b7d469aad82d6fd21ee684caeec1c5cf46-refs/branch-heads/3664@{#5} 64 bit
OS : Mac(10.13.6, 10.13.1, 10.14.3)

What steps will reproduce the problem?
1. Launch chrome and chrome://settings page.
2. Select any text from the page and try to drag & drop it in 'Search box'.
3. Observe.

Actual Result : Unable to drag & drop selected text into the 'Search box'.

Expected Result : Chrome should allow user to drag & drop selected text into the 'Search box'.

This is a regression issue broken in M-73 and below is the bisect information:
Good Build : 73.0.3663.0 (Revision : 620204)
Bad Build : 73.0.3664.0 (Revision : 620241)

@ccameron : Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note : 
1. Above issue is also seen on chrome://history, chrome://flags, chrome://downloads pages.
2. Unable to provide bisect using per-revision script as it shows an error message.
3. Tried on other machines but still getting the same error again.
4. Hence provided suspect through 'Chromium bisect'.
5. Issue is not reproducible in Windows (7,8,10) and Linux(14.04 LTS) OS
