Antivirus scanning is too slow

Issue description

Google Chrome	73.0.3642.0 (Official Build) dev (64-bit)
Revision	e581247c6782059ec062f68e412a3628ccdf8821-refs/branch-heads/3642@{#1}
OS	Linux

What steps will reproduce the problem?
(1) Attempt to download Android Studio from https://developer.android.com/studio/ .

What is the expected result?

Expect the zip archive to show up in the Downloads folder in a reasonable time.


What happens instead?

It takes minutes on a high-end Linux workstation for the virus scan to complete. At least it did for the separate download of the Android emulator, which was ~300 MB; this ~1007 MB download has already taken several minutes and it's not clear if it'll succeed.

This makes the browser unusable for downloading large files. Since it's close to the branch point for M73 I'm marking this as a release blocker for M74.

 
The scan finally completed. I didn't time it but estimate that it took 10 or 15 minutes - too slow for normal use.
