Tap dragging can lag

Issue description

Chrome Version: 73.0.3663.0 (Official Build) unknown (64-bit)
OS: 11538.0.0 (Official Build) dev-channel nautilus test

What steps will reproduce the problem?
While tap dragging, spend a few seconds sliding your finger back and forth as rapidly as you can.

What is the expected result?
You should still be dragging to where your fingertip is.

What happens instead?
You are dragging to a point offset from your fingertip. The offset can be arbitrarily large after a sufficiently vigorous back-and-forth motion.
