Black flicker when scrolling in Chrome on ChromeOS

Reported by dic...@dictvm.org, Jan 4

Issue description

What steps will reproduce the problem?
(1) Use the Pixel Slate with its keyboard and trackpad for a while
(2) Use a Linux or Android app and put Chrome "above" it
(3) Notice that scrolling inside of Chrome will sometimes cause a black flicker as if the content of the Linux/Android app is showing through

What is the expected output?
Web content should be displayed without any flickering.

What do you see instead?
There's some noticeable black flickering happening when scrolling on websites in Chrome.

Please provide any additional information below.
This happens when Android or Linux apps are behind the Chrome window. It's relatively easy to reproduce. I can provide a video on request.

I'm on the latest available Chrome OS version for the Slate.

Status: Untriaged (was: New)
Issue moved from a project with a different set of status labels. "New" is not a supported status in /p/chromium, so these ended up in a black-hole.
