Crostini: Large files copy paste after Linux VM first created would fail with "The file or the directory is not usable"

Issue description

Chrome Version: 72.0.3626.49
Chrome OS Version: 11316.66.0 
Chrome OS Platform: Eve, Kevin

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Re-image the above system with build specified above (Recovery image, Dev mode was disabled). I used Googleguest wifi

(2) After this is done, open browser, type chrome://settings/?search=Linux and then click on Install. Make sure installation completes and terminal is up

(3) Connect the system with ethernet cable (for faster download). Open the browser, download the large zip file from the url below:

https://storage.cloud.google.com/chromiumos-test-assets-public/crostini_test_files/large_file_test.zip.zip

(4) Open the Files App, go to Downloads. Double click on the large zip file and choose Open with Zip Archiver. The zip files has 6 files

(5) Copy all the files and paste them info Linux files

Expected Result:
 All files should be copied into Linux files without issues

Actual Result:
 Paste operation would fail with the error "Copy operation failed. The file or directory is not usable."

How frequently does this problem reproduce? (Always upon creation of Linux VM

Note 1: If I log out and then log back in, delete all the files from Linux and retry, copy / paste works fine

Note 2: If I delete the Linux VM and retry the step, copy / paste works fine
