Remove "cit cros_pin"

The "cit cros_pin" tool (the pin bump tool) is no longer needed, and creates files in the directories of the "master.chromeos" and "master.chromiumos" waterfall configuration directories, which are no longer needed.

We should remove the tool, the remove the extra file from "master.chromiumos".

This is a blocker for deleting the master.chromiumos master folder files.
