[Ephemeral Tab] Can't context-menu with long-press in an ET

Issue description

IIRC the Overlay Panel doesn't support a context menu.  That seems like a poor choice for the Ephemeral Tab.  We should investigate this and consider allowing a full context menu, with a Sneak peek choice just loading new contents into the ET.
