Tracking bug for developing a way to collect quality issues so we can make an eval-set.  There may not be any change required, but I'm thinking that the best design allows us to collect user-response such as opening panel for the recommended action.  We may want a way to override an action, e.g. the opened panel actually has bad results so the user would close it using the close box instead of using swipe (or vice versa).  Also the client currently doesn't send any cookies, which makes it hard for us to use a gaia-whitelist to record this data.  Maybe adding a Feature flag would let users opt-in to sending the cookies and the server can record when the cookie is in the trusted tester program.
