ChromeOS had been failing to update LKGM, tracked as issue 917623. Then it turned out to be git-cl failures to address the owners; the update script checks out only a few files, and the newly added 'TRANSLATION_OWNERS' file was missing.

It would be plausible if git-cl does not need the referred file in the OWNERS file when they're not necessary -- (the 'TRANSLATION_OWNERS' file is limited to .xtb file as per-file rule; https://chromium.googlesource.com/chromium/src/+/master/chromeos/OWNERS#7).
